What does 16 by 22 have to do with starting a magazine? And what do you mean ';gloss (matte)';...which one? Well, that doesn't really matter.
Anyhooz, oversized inkjet printers up to 13X19ish are easy to find under $1000 but bigger than that and the prices start climbing ridiculously. You're probably looking for an 18'; or 24'; roll paper inkjet which start around $2000.
Again, why do have to print 16X22';?
HP makes some excellent Designjet printers for what I believe will help you. Here is a link. You'll need to just read the specs on them to see which one will meet your specific needs.
