I'm gonna assume it's water based paint, if so use a liquid sander like ';Wil-Bond'; paint deglosser. Paint remover would work too, just put the solution on a rag and keep rubbing it, don't put it on and leave it, yes that will melt it of course. You can buy it in the paint isle of Home depot. Spray it on, let it sit for 30 second and the paint will peel off. Use it all the time in new construction. Won't work with oil based paints.
If someone has deliberately painted the windows then your best bet would be to re-paint with a more favorable color. If someone was just careless and slopped paint on them then try some finger nail polish remover or goof off and a paper towel. It will take a lot of rubbing and try in an inconspicuos spot to ensure that it does not discolor or fuse. Good luck
