It's an old house, the wall is plastered and then there is wallpaper, lining paper then another layer of wallpaper then the gloss. It's torture trying to get the gloss off, I need to remove it before I attack the other layers of paper. use a heat gun and you'll be done sometime around your 80th birthday stripping all that crap off I would just lift the paper with the paint and all. Or put paneling over the whole thing and let the next guy deal with it.

Paint Stripper.... you use a heat gun or steamer and you will expand the top layer of plaster......its old...and it will blow off....
